CBSE Makes Accreditation A Must

From Times Of India - 10th Feb 2013

NEW DELHI: Get accredited in three years or lose your affiliation . While Central Board of Secondary Education is planning to roll out the accreditation process for its schools from the new academic year, it has also stated that School Quality Assessment and Accreditation is a mandatory process and all schools with three years of affiliation experience have to apply for accreditation within three years starting April 2013. "Otherwise they stand to lose their affiliation ," CBSE chairman Vineet Joshi said.

The board, which has around 11,500 schools in its fold, has authorized 12 agencies to conduct SQAA. After the pilot run last year, CBSE has finalized the process based on seven board parameters . Starting April, schools will get a window of three years to express their intent. They will also have to shell out Rs 50,000 for the entire process.

"It is to encourage qualitative enhancement. The aim is to provide quality benchmarks in the concept, establishment and running of effective systems within an institution in accordance with changing socio-economic and cultural contexts and new research. It has also been made mandatory that the school get accredited once every three years," Joshi said.

Joshi added that the process is not to rank or grade schools. "Affiliation status of those schools which fail to achieve minimum scores to get accreditation in the first attempt will not be affected . But since it is mandatory , schools which don't come forward for the assessment will be stripped of affiliation ," he said.

The seven domains in which assessment will be done are scholastic processes and products, co-scholastic processes and products, adequacy , functionality and aesthetics of infrastructure, human resources, management and administration, leadership and beneficiary satisfaction.

The SQAA manual has been developed through a series of processes, meetings and expertise drawn from various quarters. The pilot testing of various tools developed by CBSE involved 47 schools which included private unaided schools, government schools, Kendriya Vidyalayas, DAVs and Jawahar Navodaya Vidyalayas.

The assessment will be a multidimensional process where not only the school administration, teachers and students will be quizzed but even alumni inputs will carry weightage. "It will be a comprehensive assessment. At the micro-level , schools will have to satisfy the trained external peer assessor team of maintaining standards in curriculum planning, student assessment and performance, sanitation, provisions for disabled and greenery," Joshi said.

According to CBSE officials, the board is expecting nearly one-third of affiliated schools to apply in the first year while the rest would continue to work on their weaknesses before applying as they have substantial time for self-assessment and improvement.
